To provide more young people who care about communities and social issues with opportunities to engage deeply at the local level and to turn their perspectives, expertise, creativity, and passion into concrete participation, the Youth Development Administration (YDA) is continuing to implement this program. By linking resources across ministries and agencies, the program supports young people in progressing from Dreamers (youth visionaries), to Actors (youth in action), and ultimately to Changemakers (youth who create transformative change).

This program accepts proposals in two categories—Actor and Changemaker—as described below:
(1) Eligible participants:

1. Actor proposals: Teams of 2–5 Taiwanese nationals aged 18–35. At least one-half of team members must be non-student youth (i.e., youth who are not currently enrolled in school). Team members should have no prior local action experience, or the combined action experience of all members must be within 3 years.

2. Changemaker proposals: Teams of 2–5 Taiwanese nationals aged 18–35. At least two-thirds of team members must be non-student youth. Proposers must have more than 3 years of local action experience.

(2) Proposal submission:
Online submission only via https://changemaker.yda.gov.tw. Please register in the proposal system and upload all required documents. The system is open from now until 12:00 noon on March 15, 2024 (ROC Year 113/03/15).

(3) Funding, awards, and quota:

1. Action funding:
   (1) Based on review results, it is expected that 20–22 teams will be approved in each category (Actor and Changemaker).
   (2) Each selected Actor team may receive up to NT$200,000 in action funding; each selected Changemaker team may receive up to NT$300,000.

2. Outcome review and awards:
   Teams that are selected through outcome evaluation will receive certificates and prize money. For Actor proposals, each team may receive up to NT$150,000; for Changemaker proposals, each team may receive up to NT$200,000. It is planned that 7 teams in each category will be awarded, in principle.
